It applies to all EU Member States and to the Associated States to the extent they have implemented the regulation (Article 3(4)). It also applies to any persons who carry out activities that are subject to the EU internal market. It is intended to ensure that individuals have the right to control the processing of personal data that is carried out by the data controller. Among other things, it requires that the data controller has a responsibility to inform the data subject about the processing of his or her data at any time that he or she becomes aware of the processing. It also imposes restrictions on the transfer of personal data out of the EU.
